Rinnegan: Pain true power, A God's power?

Arguably the most famous ninja of the Iga clan, and why Kishimoto named the leader of Amegakure after him so as to make the 'Sannin < Hanzou' revelation less hard-hitting by comparison.
As another coincidence, consider that Pein is considered to be from the Fuuma clan.

It is speculated that Fuuma Kotaro killed Hanzo in battle.
The Fuuma guy - in this case, Pein - killed Hanzou in the Narutoverse. Both are apparently fashioned after historical figures, legendary in their own rights. By contrast, the Sannin are based off of fictional characters.
Just my take on why Kishimoto named some characters they way he did.
