Okay there is a lot of speculation on how to gain the rinnegan. i believe and support the idea that uchiha are the only ones who can unlock the rinnegan and senju cant unlock it but can hold the rinnegan in their bodies and use it to its full effectiveness.
For example we have nagato.
Nagato had a rinnegan eye implanted into his eye by Madara.
Madara unlocked it and gave it to nagato because with him being an uzumaki he could use the rinnegan and he could manipulate him effectively.
Madara chose nagato because of the sole reason of him being an uzumaki and with senju candidates being so rare he settled on nagato before he died that would explain why he was chosen. Uchiha symbolize the eyes which are able to unlock the rinnegan. and the senju symbolize the body who cant unlock the rinnegan but can use it. the puzzle fits.
uchiha need senju dna and ems to unlock rinnegan and senju need uchiha eyes to unlock rinnegan. They fit perfectly. Thats my theory.
