This fan made power calculation base can be used to determine the power levels of any characters in this series or perhaps be used for some RPG fans to quantify the power of their OC.
The power level is measured not by chakra alone but by overall attributes which come along with each power-up.
KPU = Kage Power Unit (the minimal power needed to become a Kage)
Disclaimer:
Certain powers only work with certain bloodlines. An example is how only Uzumaki/Senju can utilize the full potential of any Bijuu sans the Ten-Tails whereas other Shinobi only can use 50% of that power at best. When it comes to implants, only those between Uchiha, Senju and Uzumaki suffer no penalties amongst themselves whereas other too suffer a 50% compatibility cap.
Also, the Ten-Tails can never be fully tamed or utilized by any living creature as just to become it's Jinchuuriki you need both Senju/Uzumaki and Uchiha DNA. Henceforth, the power of the beast is capped at 40% of the potential (45 KPU) since it is unable to use it's full power by itself or be fully used by it's Rikkudou Jinchuuriki.
There is also the measure of Base Power (BP) which is too vague to quantify but can be speculated in terms of combat experience, general talent and age.
Last of all there is a penalty for being Edo Tensei which cuts down 20% of your body's full power despite not impacting power up stacking.

Madara was a Shinobi of slight less potential than Sasuke, given that Sasuke, as a teenager, has the BP of 1.7 KPU without his Sharingan activated we can assume that Madara as an adult had a BP of 3.0 KPUs.
With his Sharingan activated and no body modifications taken, Madara is still a monster of a Shinobi with 3.3 KPUs who can outmatch Oonoki (1 KPU BP) and Gaara (2 KPU BP) put together.
Once he activates the EMS, he jumps up to 5 KPUs (3.0 BP - 0,30 Sharingan lvl.3 + 2 EMS) which is enough to fight on par but not outmatch Gaara (2 KPU BP), Oonoki (1 KPU BP) and Sage Naruto (0.5 BP + 2 Senjutsu) whom put together total 5.5 KPUs
Enters his Rinnegan and body modifications and Edo Madara becomes a goddamn god with 8,16 KPUs (3.0 BP - 2 EMS + 4 Rinnegan + 2.2 HiU - 1.04 ET penalty) who can curbstomp the five current Hokage -Mei (1 BP), Ai (2 BP - 1 Arm), Oonoki (1.2 BP), Gaara (2 BP) and Tsunade (1 BP + 1 Yin Seal FR)- who barely match him with their own 7.2 KPU's.
When he is fully revived, the power of his body returns to it's full capacity of 5.2 KPUs (3.0 BP + 2.2 HiU) and the bastard goes on to steal Hashirama's perfect Sage Mode (+2 KPUs) thus reaching the power of 7.2 KPUs.
Not content with that, he regains one of his Rinnegans (+2 KPUs) cracking 9.2 KPUs like some f***ing Gilgamesh playing with the other parties of the war and surpassing his ET version.
At last, we reach the full power of Madara Uchiha who goes by the title of Second Sage of the Six Paths because of his ludicrous 11.2 KPUs (3.0 BP + 2.2 HiU + 4 Rinnegan + 2 SM). This is the epitome of ridicule because Madara has more power than 11 Hokages put together so he can crush the entire world all by himself.
By comparison the expected KPUs of Hagoromo Ootsutsuki sans Juubi are 12.5 so Madara really is the 2nd Rikkudou by name and means

Unfortunately for Hashirama, he was also brought back with Edo Tensei with less than full power as you can notice he needed to use SM to activate the Wood Human technique he could formerly use at base level.

Naruto is all about multiplication, no pun intended but his BP pales in comparison to Hashirama so he needs power-up stacking as crazy as he makes Kage Bushins.
Naruto's BP is of 0,5 KPU, he sucks at chakra control and the range of his techniques is fairly small compared to more experienced Shinobi like Kakashi, Minato and Jiraya.
However, Naruto mastered SM and thus jumped from that mild 0.5 BP to an aweing 2.5 KPUs which is more than any current Kage.
Despite that, he still sucked behind Sasuke who had 1.7 BP and the MS (+1.0 KPU's).
It was only when he gained control of the Kyuubi that he finally became a serious threat to Obito who had so far 3.35 KPUs (0.5 BP + 2.2 HiU + 0,5 MS + 0,15 Sharingan) even before taking a Rinnegan eye to reach boss level 5.2 KPUs (0.5 BP + 2.2 HiU + 0,5 MS + 2 Rinnegan).
Naruto's Uzumaki blood allows him to draw the full power of a Bijuu while others could only muster 50% at best. His lvl.1 Kurama cloak boasted 2.75 KPU's (0,5 BP + 2.25 1/2 normal Kyuubi) but his Bijuu mode took him up to 5.0 KPUs (0.5 BP + 4.5 1/2 Uzumaki Kurama) that were more than any previous Hokage other than Hashirama.
Aided by Kakashi's 2.2 KPUs (1.7 BP + 0.5 MS), Guy's 2.2 KPUs (0.6 BP + 1.6 6th Gate) and Killer Bee's 4.3 KPUs (0.3 BP + 4 normal Gyuki), Naruto put together 13,7 KPUs against the 11.5 KPUs of the five combined Bijuu (+1 n. Matatabi + 1.5 n. Isobu + 2.5 n. Kokuo + 3 n. Saiken + 3.5 n. Chomei) and thus deprived Tobi of his battle thralls.
Latter on, when Naruto activated BM and SM at the same time, his power peaked at 7.0 KPUs (0,5 BP + 4.5 1/2 Uzumaki Kyuubi + 2 SM) thus earning ET Hashirama the credit of giving out chakra nearly on the same level as he did. Afterall, between 7.2 and 7.0 there is just a small difference,
Those 7.0 KPUs combined with Sasuke's 3.7 KPUs (1.7 BP + 2 EMS), Juugo's Cursed Seal (+1 Cursed Seal of Heaven lvl.2) and the 9 rookies totalling 4.5 KPU's (0.5 KPUs average) were able to reach 16.0 KPU's and defeat the ungodly 15.85 KPUs (0.5 BP + 2.2 HiU + 0.15 Sharingan + 2 Rinnegan + 11 incomplete Juubi) of Juubito who couldn't use his MS anymore (0,5 KPU less).
Now, here is the catch, there is still another whole freaking half of the Kyuubi this boy is going to get and that amounts to another 4.5 KPUs.
Therefore, the final power level of Naruto in this series is going to be absurd 11.5 KPUs (0.5 BP + 9 Uzumaki Kyuubi + 2 SM), surpassing all previous Hokages and leaving him the only guy who can defeat god mode Madara and his insane 11.2 KPUs.

-Understanding Pain-
Was Nagato a god? Was he a Sage of the Six Paths? The answer depends on who you compare him with.
Nagato's prime if he didn't get crippled would have placed him as the 5th strongest Shinobi who ever lived.
Unlike Naruto, Nagato was a genius with precise chakra control and an immense arsenal of techniques he could use besides his already broken Rinnegan so his BP was a sounding 2.7 KPUs. For comparison, Jiraya's BP was 1.9 KPUs and Minato, the genius of of his time, had a BP of 3.2 KPUs.
However, as we all know, the Rinnegan is a b**** and it's power is what made Nagato truly fearsome so the Uzumaki descendant had a total of 6.7 KPUs (2.7 BP + 4 Rinnegan) hence his stand as a god amongst men.
Being toppled only by S6P, Hashirama Senju in SM, Naruto with BM and SM combined and Madara f***ing Uchiha with all of his body modification including the Rinnegan you can say that Nagato's power was of a league only few could truly understand.
Despite all that, Nagato never truly live up to this potential. His crippled state forced him to rely only on the Six Paths of Pain which decreased his BP from 2.7 KPUs to measle 0.7 KPUs capping his power at 4.7 KPUs (0.7 BP + 4 Rinnegan) which was still more than anyone could take besides Naruto in Bijuu Mode.

Nagato's prime if he didn't get crippled would have placed him as the 5th strongest Shinobi who ever lived.
Unlike Naruto, Nagato was a genius with precise chakra control and an immense arsenal of techniques he could use besides his already broken Rinnegan so his BP was a sounding 2.7 KPUs. For comparison, Jiraya's BP was 1.9 KPUs and Minato, the genius of of his time, had a BP of 3.2 KPUs.
However, as we all know, the Rinnegan is a b**** and it's power is what made Nagato truly fearsome so the Uzumaki descendant had a total of 6.7 KPUs (2.7 BP + 4 Rinnegan) hence his stand as a god amongst men.
Being toppled only by S6P, Hashirama Senju in SM, Naruto with BM and SM combined and Madara f***ing Uchiha with all of his body modification including the Rinnegan you can say that Nagato's power was of a league only few could truly understand.
Despite all that, Nagato never truly live up to this potential. His crippled state forced him to rely only on the Six Paths of Pain which decreased his BP from 2.7 KPUs to measle 0.7 KPUs capping his power at 4.7 KPUs (0.7 BP + 4 Rinnegan) which was still more than anyone could take besides Naruto in Bijuu Mode.

Anyone ever wondered how Obito at 14 years old suddenly fought on par with Minato?
The answear is finally here. As a teenager, Obito had the BP of 0.25, even lower that the average Konoha Rookie, however, with the magic of having Hashirama's DNA implanted into the body of an Uchiha he got a boost of 2.2 KPUs and hence left that cave to Rin's tragic fate with a KPU cound of 2.6 (0.25 BP + 2.2 HiU + 0.15 Sharingan).
Upon witnessing Rin's death and awakening his MS, Obito jumped to 2.95 KPUs (0.25 BP + 2.2 HiU + 0.5 MS) thus making him a close match for Minato despite his young age and inexperience.
After becoming an adult, Obito's BP doubled to 0.5 KPUs which combined with another spare level 3 Sharingan (+0.15 KPUs) gave him a total pre-Rinnegan KPU cound of 3.35, effectively surpassing Minato and making his the second strongest fighter of Akatsuki after Pain.

Poor bastard wanted to be Hokage badly but just wasn't cut for it so he fitted himself with every Senju and Uchiha crap he could find.
Danzou had a total of 2.65 KPUs (0.5 BP + 0.8 Sharingan lvl.3 + 0.25 MS + 1.1 HiN) which felt behind Sasuke's 2.7 KPUs (1.7 BP + 1 MS) therefore making it clear that non-Senju, non-Uchiha are not meant to try and take theri power.

His implans were numerous, from the Sound Four to Kimimaro and Orochimaru, the young implant addict totalled over 2.2 KPUs (0.7 BP + 0.4 S4I + 0.5 KI + 0.6 SI).
Upon learning an imperfect version of of Sage Mode, Kabuto totalled 3.2 KPUs at full power despite not having any particular bloodline helping him achieve such feat.
Sadly he had to face ET Itachi who had a KPU count of 2.76 (1.76 BP + 1 MS) together with Sasuke who had a KPU count of 3.7 (1.7 BP + 2 EMS).
Just to clear things up, Itachi had a total KPS of 3.2 in life (2.2 BP + 1 MS) the same as Minato whereas Sasuke fought him with 3 KPUs (1.7 BP + 0.3 Sharingan lvl.3 + Cursed Seal of Heavens lvl.2) and as usual any Edo Tensei is limited to 80% of it's original body's strenght.
Once Orochimaru removed all modifications from Kabuto, he went back to his 0.7 KPUs and stayed there trapped inside Izanami.
