The publisher adds screentones to some digital sources (and also the physical volumes) for some reason. I'm assuming that they use the same settings for every page, so would that process be reversible with the right settings and automatable using Photoshop batch actions?

So how they make manga digital. I assume:
Author draw digital file >> then add screentones to it.

Mangaka usually use ~3 different screentones (or even more for shoujo manga) in one page anyways.

mangaka print the result into paper. publisher receive those papers then scan and print them again for physical mag. it is like photocopy.
for physical tank, publisher use digital result (were add screentones beforehand) and print it.

The digital file can has screentones or not depend on mangaka used it or not. For example, Spice and Wolf, Sword Art Online Progressive don't have screentones in digital tank version. but they have screentones for physical tank copy. I assume publisher added themself.

The file are more fucked up. will be sharp (has white pixel around black line) or be blurry.

Depend on the quality of paper. The file will looks dirty or a bit bad. Because it is scan from an already-printed file.

I think both Kindle 1200p and Sunday Webry 1536p are files resized from original digital file (it was already added screentones from begining).
But the filters that were used are different.
1200 px ver.
It still has screentones. It is just they used filter to make it blurry (they also use sharp a bit (?) )

About how to reverse it.
You can't.
There is a way to make pattern fainter.
Resize down to 1300 px high or lower size then use topaz clean with low texture like 0-0.3 or use topaz clean multi times with texture < 1, and big threshold or strength setting if it is needed as well.
Doing like that can remove pattern but It also cause lose many details.
Details is important in cleaning so don't use that way to remove screentones.
Resize Webry ver down to 1200 px high and use topaz clean with strength 2, texture 0.3, threshould 0.45, sharpness 0.8. And level 2 253 after TC.
Listen, don't use TC like that. details will be lost. the above page is still fine but for many cases, details and gradient will be lost. It is bad to see many pages that were TC-ed with low texture in a rows (harm to eyes). It looks like shit.
It is your choice. I won't use filter on digitals. It only make it worse.
