Wiper is strong, but he's already shown Enel beats him, so he's out. Shilliew is really strong, on Magellan level - definitely stronger than Caribou. He managed to tank a shockwave from Sengoku and get up unscathed. Garp is the clear winner here, though - he used to fight with Roger in his prime, and is deemed by both Whitebeard and Shanks to be very strong, so he's - in my eyes - the clear winner.

So Enel - and probably Shilliew - could beat Wiper, Caribou is essentially fodder vs so many Haki/Logia users, and Garp is the winner. That leaves Enel vs Shilliew to fight. Now Shilliew was in Impel Down, guarding prisoners such as Jinbe and Crocodile, so it's safe to say he has access to Haki, but as we've seen Enel isn't easy to take out - his mantra and speed should allow him to dodge for an indefinite time, plus his offensive power is so great he can do some serious damage. Shilliew is powerful, sure, and he may well end up as one of Zoro's final opponents, but Enel was a lot stronger than his Luffy's defeat of him made him seem, and I think he'd win.

Garp + Enel, with Shilliew a close third

Let's not forget that Wiper technically "killed" Enel... and has access to Seastone... Caribou is the fodder here...

Not many people can deal with the reject dial/seastone shoes/burn bazooka combo... even Enel would be dead if he hadn't mastered his devil fruit...

But yea Garp & Enel... simply because they are the overall best... while Wiper is simply the overall most impressive for what he is...

um what! that is assuming too much. Enel is a master of observation haki. unless you mean having all three haki's master is what you consider to be a master of haki. In One Piece, not many people have withstood the lightning of Enel. Yeah they all lived, but they passed out. Enel can just move around the map and avoid the attacks.

I'll go with Garp and Shilliew. Shilliew is even to Magellan, who dominated 3 Shichibukai level opponents, including Luffy. I don't think it's too much to assume that Shilliew can crush Enel who seem so dependent on his Logia.

Because I really can't see Magellan beating someone who can attack from long range, and move at an incredible speed + Kenbunshoku Haki highly enhanced by his DF on top of that

Enel would make Magellan shit poison bricks, just like Magellan has a chance to kill any non-logia alive. It's just the way it is in One Piece.

Let's not forget that this isn't Dragonball Z and characters don't become much stronger amazingly fast in each arc. Enel wasn't that long ago.

That says comparable to magellan. While it may be a synonym of equal, that doesn't mean they are exactly the same. And you say that enel is dependent on his devil fruit. well isn't magellan as well? That's what makes him a big threat, is it not?
