Shikamaru knows all of Sasuke's Techniques he used up until now and he had 24 hours to plan this fight.
Sasuke on the other hand was just told by Madara that it was actuallly Shikamaru behind the Uchiha Clan Massacre. He is fully recovered from his current fights but in the battle with Danzou his Plot Protection Shield was damaged, so he can't use it in this battle.
