Vegeta only wins if Goku throws like in the Buu saga to not hurt his small man feelings, which I'm assuming shouldn't be a possibility in this tournament. And now Goku can use UI even without its transformation so he might accidentally win, even like that...

Goku has been constantly the stronger one since the end of the Saiyan Saga as I saw in my childhood so unless something changed in the manga which I don't read Goku wins this.

I like Vegeta a lot but yes.
There is no competition. Even prior to UI Goku managed to hold his ground against Broly way longer than Vegeta did.
