Kishi has been hyping up this final battle between Sasuke and Naruto for a very long time but he has also been careful with his words in previous chapters, constantly giving "on-screen-time" to Orochimaru's interactions with others regarding his intentions.
1) Orochimaru's Revival
One of the first things Orochimaru says to Sasuke after being "revived" through Anko is that he wants Sasuke's body but doesn't have the power/have enough power to obtain it yet.
2) Orochimaru's talks with the 3rd-Hokage/others
They question what his true intentions are, but he always claims that Kabuto always followed him and that he wants to see what Sasuke will do from here on out.
3) Overwhelming "knowledge"
Orochimaru knows a lot of jutsu and his predictions/theories are spot on as far as we can tell ("Prime" Madara). His goal from the beginning of the series was a "good Uchiha body" (chuunin exam). Orochimaru doesn't want any Sharingan, otherwise he would've taken it long ago before the Uchiha were massacred. During the Chuunin exam he was also going to kill Sasuke because he believed Sasuke couldn't keep up with him. He also was the first to generally understand what the Zetsu were as he had been experimenting with Hashirama cells.
4) Snake symbolism
Kishimoto has used a lot of religious/cultural texts to influence his writing, the Adam and Eve story, fruit of knowledge, him being a "snake"... it could very well tie into the series. SO6P ALSO says before he disappears, that his mother wasn't always like that and he believed it was after she consumed the fruit that she became "evil." **HINT = Mother becomes aware of the good/bad, wrong/right in the world and wishes to control everything to create true peace??? This "fruit" could show up soon.
Orochimaru symbolizes a white snake which in this series symbolizes rebirth, it would be the perfect opportunity for Kishimoto to implement him sometime after Sasuke is weakened with his fight with Naruto. People keep saying Orochimaru has no power etc Sasuke and Naruto are gods, well, keep in mind Orochimaru keeps coming back into the series just as you forget about him, he just won't die! Plus he has somewhat achieved true immortality as opposed to those who only know of ressurection via rinnegan (Madara).
As Madara is dying, he believes his dream is no more and that the 1st Hokages dream is still alive. But little does he know, Sasuke has inherited his dream as well but intends to create "true" peace in HIS lifetime rather than manipulating it throughout time. Sasuke isn't fit to be this series final villain, he is just like Madara/Danzo who wish for peace but go about a darker way of reaching it. Orochimaru on the other hand, is more selfish as he desires ABSOLUTE KNOWLEDGE / the power of a "god" aka SO6P and is willing to do anything to obtain it. Do you honestly think he's going to sacrifice all the hard work he's done for DECADES and give up his dream here? It's standing right in front of him.
PS. anyone find it fascinating that Naruto (series) is highly political? Danzo=CIA, manipulating events for the "greater good" of Konoha=America. Questioning how we deal with corruption ie Sasuke = too dirty, destroy and renew/rebuild, Naruto = clean it from the inside out. I also think this fight won't conclude on Naruto/Sasuke's terms because it may give rise to perhaps Kishimoto's own thoughts on politics, which in general is a big no-no to talk about.
