After rereading chapter 21 I think that All For One and Dr. Tsubasa were both making the nomu before All For One went to prison by Dr. Tsubasa making the Nomu/recreating certain quirks and All For One surplying the quirks for the Nomu so it’s possible that Twice is now surplying the quirks for the Nomu with his clones.
