First of all, at the time of the H1 match, Byoudouin's and Oni's stats were not ???, they were No Data, which is different. They are ??? now which I would assume is due to their interdimensional moves. The stat boost Tezuka received through TnK during the team shuffle is also recorded as ???. Personally, I don't think "cannot be measured" means it's unmeasurably high or that it actually applies to all stats, just that at least one stat could literally be anything between 1 and 10 or whatever and isn't always the same (in contrast, something like BJK would always give a static +5 power or something). In fact, if you go with the interpretation that they cannot be measured because they're so high, they'd have to be an 8 at least (since we've seen 7s being measurable). So once you say they're not at least this high, the possibility that they have ordinary numbers is perfectly valid.
Next, I don't think base!Byoudouin is about the same as base!Oni. Byoudouin actually trained his ass off for three years and played against strong opponents from all over the world whereas Oni probably did neither since he was focused on training Tokugawa and stayed in Japan the whole time. Byoudouin also must've beaten Oni at one point because he already had the No. 1 badge before Tokugawa joined the camp and before Oni dropped out of the 1st string (i.e. Oni was likely still using his aura in that match whereas Byoudouin didn't have Pirate yet). base!Byoudouin > Tanegashima > base!Oni seems pretty plausible to me.
