I disagree. It was one of the best arcs, it offered an extensive backstory on Midora showing his family dynamic & great world building/setup for future arcs (ex. gourmet eclipse). There was also Coco's hypothesis at the end of the war which was arguably one of the best world building in the series. Also foreshadowed Toriko's gourmet demons (his third). All in all, it was a well planned out arc it didn't feel like it was just fights (the fights were awesome). Exploration was on the back burner for sure but I still felt it offered a lot of rich world building & amazing setup for future arcs/events.I found Toriko's cooking festival one of the weakest arcs of the series personally. Toriko's strongest aspects imo were the exploration and world building but the cooking festival dropped those parts for a full year. It's the point where the rankings took a turn for the worse too, I think it honestly hurt the series overall.
I'm not sure about the rankings but Toriko as a franchise (sales/anime) was already falling apart as early as 2012 iirc. I don't think it was that arc that hurt the series the most. The rushing is what really harmed the series the most, I think it was getting really close to pre-anime sales because of that.
