According to the Jump website(http://shonenjump.com/e/manga-shou/treasure.html), you need to submit a 31/45 page story manga or a 15/19/31 page gag manga. It's probably implied that the manga has to be drawn.

And does the manga have to be in japanese, 'cause I find it awkward when the website is in english. Why would they trouble to translate it, when they can leave it in japanese if the entries have to be in japanese either way. And if we have to write in japanese, I'm f*cked lol

I think that since it's a Japanese thing, they'll want it written in Japanese.

well i think once you have entered let us know if they reject it or not then we know because i cant find it anywhere where it says outside of jp are not allowed to enter

Oh, I saw a vietnamese entry (actually the result announcement) for the Stokin Fire & Garyokin Fire contest (4th place I think), but I don't know if the artist translated it to japanese or not or if Shueisha did. I know for sure that the artist does not live in Japan.
