In regards to the anime, I think it's one of the problem of having such a topheavy lineup for such a long time. With series such as OP, Naruto and Bleach (and subsequently even stuff like ES21, Gintama, Reborn and D.Gray) being long and successful series, what's left are lower, second-tier series that never really seem big but at least got the respect for an anime. Sadly that's where Neuro and To-Love are. Somehow it looks like that if a lot of the series in the magazine survive currently we may get a surge...but it won't happen until '10 when they're 2-years running. (going into stuff such as Psyren, Mago, Toriko & Bakuman) The animes are drying up now allowing for older series to slip perhaps (ES21 & D.Gray are done, Gintama will be over in March, '09 with everyone knowing that it's entering a "final arc" now in the anime) so maybe Sket does have a better chance to use it to it's advantage if it happens (can't say when thanks to Muhyo & Mx0)...maybe not bolt to "top 3" status but at least rise to one of the main players for a while.
