On top of the scan @FireIce provided, think about it. If Wendy could move at lightspeed, why would she need Haku to be restrained in order to land her Sky Drill?

Because Wendy can't casually move at LS. But realistically she should be rel+. With DF she can is LS. Rel+ characters can tag lightspeed movement but with extreme difficulty

Your evidence for Wendy being lightspeed is her reacting to a punch from Haku (to which he shows excitement at touching her hand instead of shock that his best stat was matched). Everything else in that fight (before and afterwards) pointed otherwise.

Her Sky Drill was in DF, yet she still needed him restrained to tag him because he was too fast.

Kyria low diff, she can hurt people with far better dura than Wendy and can easily cut through her spells, she won't hold back like Haku and her magc isn't counterable like his

I don't know. Powerscaling is a real mess in this 100YQ, Lucy went from being one shot by Kyria to defeating her. But she received help from Laxus and was still overwhelmed by Kyria in physical combat.

I go with Kyria anyway because without Irene I don't see Wendy defeating her. She can cut wind spells from Wendy and beat her with her sharp blades.
