Scenario

After her victory over Haku and having been praised by Irene, Wendy, now an high enchanter, is confident enough to fight a BDSK on her own, without the help of her teacher. She runs into Suzaku and challenges him to fight. Suzaku is not impressed at her sight but when she warns him that she defeated one of her peers, Suzaku gets angry and accepts to fight her.

Both sides are bloodlusted.
They both have access to the entirety of their arsenal.
Wendy is allowed to give the first hit.

Restrictions

Irene is not allowed to interfere but she leaves 1/4 (25%) of her power to Wendy.

Suzaku's speed is beyond comprehension to even current Natsu, and he has to rely on predictions and footwork to defend himself.
Natsu, by his own admission, is one shot material to Suzaku if not for FDK scales. And would've been shattered by Suzaku's final attack

Unless you believe Wendy's speed is far above Natsu's, defense is comparable to Natsu's scales and durability is above Natsu's... Suzkau one shots

You're implying he'd Blitz DF Wendy to begin with when I doubt he would. He only blitzed Team Natsu because they were battle worn & had zero knowledge of his Abilities or strength. FT always gets bodied on first meet without Intel. We see Natsu was able to react to and match Suzaku in the next encounter. DF Wendy has top tier reaction speed & can double her stats.

Tbh if she can do full personality enchant without PIS or CIS technically Wendy can neg diff him if it works though I doubt she's at Irene's level with it.

He sure can blitz her that's why he couldn't even blitz a weakened Erza or Base Natsu even with his strongest attack.

Wendy was able to keep up with Haku and by that alone means she isn't getting blitzed by Suzaku.
