She starts in Base but can tap into her DF.
She has access to all her Sky Dragon Slayer Magic spells and enchantments.

Irene can't interfere.
No Separation Enchantment.

I actually have a hard time seeing Wendy get past Mard Gear If I'm being perfectly honest, but I guess she was powerful enough to K.O haku (albeit while the latter was restrained), so I'll cut her some slack and say she stops at 7
