Question What was Tobi planning to do that could kill him in the process?

Reading this panel, I came to the conclusion that Tobi is trying to do something that could result on his own death, thus he needs Nagato's ability.

But what exactly is it? I don't think he was just taking precaution in case he dies in an incident. Perhaps to activate the Mugen Tsukuyomi you must sacrifice yourself? Or is it just risky to put the Juubi on your own body?
