Where should i go?

Let's say that i have a manga done and it is not done by a computer. I know that i need to make a copy of the finished page but where do i go so i can get that copy done. There are a few things it needs have, like some manga paper have blue lines, i read in the How to Draw Manga books that the way the print it in japan, the blue lines are not printed, but yellow lines are really visible. That my number one concern as well a good quality scan and print.

Not quite sure what you're asking really, but if you only want a copy then just use a copier or scanner/printer. Make sure the settings are suited to your needs though-- e.g. dpi resolution settings, paper size, grayscale etc.

If that's not what you're looking for, maybe you could re-clarify and I can look up my Jap manga-making book or reliable resources online for you about this.
