There are two ways I see this going

If Khel’s full release is only slightly ahead of squadron commanders then I would say Robadon wins low diff.

Now, if his full release pushes him to Regent Tier, there will probably still be some intense side effects. It’ll be similar to Redan imo, where he’s limited by a time constraint and ends up incapacitated afterward. Even then, he might not be stronger than Robadon in that form and could just end up Kirin level. So in this scenario it’ll be mid diff.

Khel seems on par with FT 1 fang Yama outside of teleportation shenanigans. The ancient can’t even be fully released either. Lobadon should be giving him the one punch treatment tbh.
