Question Why couldnt Pain use Susanno?

I mean its clear that the rinnegan is the final form of the sharingan.Why in hell could Nagato only use the additional powers of the Rinnegan like chakra absorbing, summoning and reviving and so on?Why couldnt he use Susanno or Ameratasu ?Its kinda weird cuz having the final sharingan and not be able to use the 'basics' somehow doesnt fit what do you think?
