Why Enryu was included in ranking system?

Enryu didn't climbed the towers like other rankers to our knowledge. He simply entered the tower at 43rd floor, killed an administrator and then dipped never to be seen again.

Thoughts?

I think it's because Enryu is an irregular.

The Rank is issued by the Ranking Administration Office and it is calculated after investigating and combining statistics such as a person's power, recognition and influence.

They can consider an irregular capable of killing an administrator that no one can do.

it’s already ridiculous he forced the doors open at a higher floor than Headon’s floor like every other irregulars have done. Then he went and offed a god inside the tower. They had to make exceptions.

enryu did something which was deemed impossible presumably even for family heads... I don't think this is strange.

Wasn't it said that irregulars could even move across floors without passing tests? There's still a progression to moving across the tower of course. Maybe I am misremembering this bit though.
