Why o why Kishimoto?

Something tells me that Kishimoto didn't know that he was suppose to wrap up Naruto so soon. Everyone knows how he takes his times with fights, he's usually slow-paced. And I'm sure if he would've known that he was supposed to finish so soon, he would've made extended the Naruto vs Sasuke fight, made previous fights shorter and taken time to address important issues of the Naruto-verse. Maybe he got told that the latest issues weren't selling as much and that he had a certain amount of time to finish it.

Does anyone know why we received the news of the manga ending in such a short notice, and why the most important and interesting events were rushed?
