Except that he isn't a pirate, he's a Revolutionary. And when Garp told Luffy about the Yonkou, he mentioned Shanks because he knew Luffy knew him. After telling him about Dragon, don't you think he would have added that he was also a Yonkou. And even more besides, none of the silhouettes looked like Dragon.

And yes, it HAS to end happily! One Piece is a happy manga, with happy start, happy middle, and should have also a happy ending!
