With the release of ch1000, the 7th Popularity Poll has been announced. This time, it's a global effort; making it much easier for overseas readers to vote.

According to ScotchInformer@AP:

Just in case, The poll start today and will end on Feb 28th, the result will be on May 2021!

Nice variety there. I went with Robin today. I've just kinda been voting randomly besides on Mondays when I vote for Zoro. I think for next week I'll try to make a list of my favourite characters and make sure they get a vote too. Yesterday I do remember voting for Usopp, so he's covered.

He's been referenced but not appeared in the main story, just ch0 which was the special for Strong World. They could've just included him. He is canon though, but even Silver Axe isn't on there, so there must be a few other cases like that.

Okay. It appears the whole hour is not weighted in the rankings.

"Hot Characters" seem primarily focused on the five minutes before the hour ends. If you wait to cast your vote 5 minutes before the hour ends, it will count towards the "Hot Character" positioning.

Seems the "Hot Characters" rankings are open to manipulation with it being possible to use your desktop and phone and different browsers (on the desktop and mobile) to cast several votes in the final few minutes before the hour ends to shift the ranking to include the character you vote for (for regions other than Asia and Japan which are more popular).

I guess such a design makes it easier for "fake" votes to be picked up and discarded at the end if multiple suspicious votes appear near the end of the hour opposed to the votes being spread out across the whole hour.
