Not everyone, as Sharingan requires intelligence and skill to be used. And even then, its fatal flaw is that the body needs to be fast even if the eyes can keep up.

Kyuubi would be pissed off at being inside Shika. And probably pwned if Shika's kagemane can be used on Kyuubi.
Sharingan does need skill and intelligence. If you don't have intelligence, you can't do cool shit with Sharingan, and shit like that. Hard t take SHaringan further when you can't imagine how to. Obito could have been good at fighting, but was scared to fight in real missions. And if he was against someone like him, with Sharingan, but smarter, then he'd be owned.
