Maybe the spell that Jura used saturates at 5% of Jura's total magical capacity (cause we have no reason to believe Jura used his strongest attack for that contest, considering he was casual AF). While it saturates for Cana at 50% of her magic capacity.
There is a reason why strong spells exhaust users fast.
Obviously the power of the spell depends on the power of the user as well. Even if we consider the "sun. moon energy" literally, 'how much energy is converted' obviously depend on the ability of the user.
Don't tell me that Laxus and Cana using Fairy Glitter will have the same attack power.
We don't know how much power from sun's and moon's radiation is converted to energy here.
Your 'multi-continental' (which is actually planetary, but whatever) figures come from the power generated AT sun. We have no reason to assume that Fairy Glitter takes in power AT sun, logically it should take in the power of sun's radiation AT Earth (cause that's where the spell is being cast, she isn't taking energy from 100 million kms away, don't tell me freaking Cana has that much range).
And even AT Earth, it logically shouldn't take in all of power Sun radiates TO ALL of Earth, cause Cana doesn't have that range. It's at best, the energy of Sun's radiation in a surface area of AT MOST 100 km-sq (I'm giving benefit of doubt and assuming Cana has range of 10 km, which itself is way too much for fodder like her)
