I don't know if Akryung is related to V, personally I hope not. I always figured he could use Shinwonryu because Haedon "made" him. Just like how GoG could use it artificially.

So are we saying that not only irregulars, but admins and whatever they made can also Shinwonryu their way? We even have a Shinwonryu Floating Ship (though it was stated to be 'similar'), so, it starts to feel like it is not THAT exclusive after all.

My thinking was that if the workshop could recreate albeit artificial version of shinwonryu, then an admin taht has absolute control over shinsu should at least be capable of doing it too. It might not be "true" shinwonryu, but it is at the very least a form of it.
