By the logic, they only can rank something that is in the issue. Absent series cannot be voted, you know. So, this position was arbitrarily chosen, probably.

To be honest, even last issue was not supposed to be ranked for Toriko but this a huge jump from the previous TOC's rank.

I know I can sound extremely ignorant by asking this but how was the 8 week rule decided again?

I think it was because Bakuman said that Hokuto no Ken's 1st chapter had the record for the most votes ever and Hokuto no Ken ranked 1st in its 8th chapter
So, something that's probably true and a big assumption are the base for it...

Right, so its basically assumed that's the rule.
I have no doubts that the TOC's represent ranks but I just often feel that the 8 weeks thing is a bit of a stretch.

Well it's often 8 weeks in a series will have a drastic change in ranking.
For example a poorly received series may go from the middle of the magazine to the bottom when it begins it assumed ranking (and vice sera).

That was four, my bad. It was not intentional. I have to read iShoujo and TWB yet, but by the ratings here, all of them seem promising. However, in Jump, it is almost impossible all of them make success. I don't know who would fall, though.

If all of them made success I would guess only Iron Knight (if it didn't end this issue) and Soul Catcher(s). World Trigger would the third, but less possible. Everything besides them is unlikely.
It is not something to worry about, since it is a pretty unlikely scenario.

Also keep in mind the new fail-safe measures in case a few too many series need to be dropped in order to accommodate all four new ones while still maintaining the series turnover rate. I'm referring to Jump NEXT!, now made a bimonthly magazine, and Jump LIVE, if I'm correct that it's also an option.

I'd say you'd probably need to wait a bit more since past few weeks we would have only gotten the Toc by now.

For the most part, it's been Bleach's buddy at the lower half. It's just that in Issue 10 it jumped up outta nowhere. But past 2 issues, they made up and returned to being buddies in the lower half again.

Edit - Wow, I just tried to humanize the toc placements.

This pretty much. People forget that Gintama is not new. It's really not going to add new fans at this point of it's career and will probably end up losing some. That's not to say that it's no longer popular or relevant, and I'm sure whenever they do a new anime it'll be fine but compared to the new kids, Gintama is a slightly perverted and crotchety old man.

Ironically Kubo and Sorachi are old buddies so the metaphor is apt. I think I just further humanized the TOC rankings so it'll be fine. (I think.)
