Money helps though. The animation was anything but great.
It has great direction all around which helped mask the low budget, and is a testament to it's a proper team that makes a good anime, rather than whichever studio has the most money.

As for Jojo, let's think carefully about the circumstances of Jojo... Jojo is not any manga, it is very famous and many fans were waiting a anime from it after so much time. In this case, the series you are animating enters in the equation. Animate a series like Jojo really increases the moral of staff, I would get proud if I were in such staff. The will to make something as good as possible is strong in such cases. This led the staff to make the right decisions regarding the animation, because they didn't have to worry about the story, it is Jojo after all. Even with low budget, it is possible to make a good anime, since we have the will to do it.
You are discussing about this because you like Hinomaru Zumou, but you know that good studio and high budget is important to make a good anime. A studio can choose Hinomaru Zumou because the staff is interested in the series and all and it end up being a good anime. However, for the most part of the market, how the series si going so far really matters. You are talking about a business here and more important than making a good anime is not lose money.

The bold part is bad? Actually, it would be awesome if the studio could reproduce the drawing of the auhtor with fidelity.Nope, it is not technically good. There are countless stills, rough animations and a large focus on comic style.
thankfully, something doesn't need to be expensive or technically amazing to look amazing in practice. Countless stills, rough animations and a large focus on comic style actually make it look great and very fitting to the JoJo franchise. It is a great showcase of how skilled the studio is and how much they love JoJo.
