The last 3 Bleach covers was released with one year between each other.
Even Kochikame had more covers in this period.

The editors don't give a fuck anymore which is sad...

I'm assuming that's whats happening with Toriko as well now. These are old series that are declining. They would rather give the Covers to younger series that seem to be rising.

Kishimoto that is not part 3. I do not know if I will read it. Mario wasnt that good, so I fear he is unable to do anything interesting with Naruto, Sasuke, and co arent involved.

Popularity in general possibly. Like Naruto being a Dr. Slump and The new series being a Dragon Ball.

But Naruto is already massively popular all around the world, and like the third best selling manga series of all time. I don't think you can't top that, and he is saying that he doesn't wanna do a weekly series anymore.

It's just not possible.

Well, to be honest, he would have everything he needs to get that popularity in the beginning itself. It just depends on how much he is able to grasp all those Naruto fans into this new series. If he can get them all in from the beginning itself, surpassing Naruto would not be impossible.

Heck if anything, if his new series is extremely good, he might actually have a good shot in reaching One Piece.

It's just not possible.

Naruto isn't the 3rd best selling manga series of all time. Naruto right now has 205 Million copies sold in the world. Golgo 13 has 200 Million copies, just in Japan. Obviously it sold more than 5 Million in the world(even if we just talking of the rest of the Asiatic countries). The same can be said to other titles.

Also being more popular than Naruto in general doesn't have to mean Selling more in Total. Naruto manga sold in average 1.2 Million copies per year and the anime ranked around 3-4% ratings.
Getting a bigger fanbase in both manga and possible anime. Already means better.

Don't forget that One Piece volumes sells 2.5 times more than a Naruto volume. Kishimoto to reach it will need: Old Fanbase (OF) + New Fanbase with OF size + New Fanbase with half OF size.

Hoping that it reaches Shingeki no Kyojin with its 2 Million copies per volume is already an enormous task(800k more than OF).
