But IgNatsu is an external power up That shouldn't count.
TO is Sherria at her max magic, Ultear just drew out the potential in her. It's literally like SO since it's the mage's own power.
Imo TO should be accounted for here.

That is also Natsu's full power.

And BP said one time powerups are not allowed and both are one time powerups whether they had external or internal help.So it will be unfair to Natsu if we allow Sherria's one time powerup but not Natsu's.

Ultear was an external agent too in helping Sherria.Without her she would not have reached her max potential just like Igneel gave power to Natsu.

We have no confirmation of it as of now.

Natsu didn't choose any seed and both seeds were destroyed but he was still able to use DS Magic in the last panel.So logic says he should still be able to use Demon powers without demonising like he is using DS Magic.

It wasn't permanent, that was temporary and she now has no magic to use. Which makes me wonder, should she even be up here because of that?

I feel like we shouldn't take Natsu's demon powers into consideration yet until he shown he can use it in free will which that time was due to the seed getting the better of him when he saw his waifu "dead" instead of his own free will

Just because there's an enormous gap doesn't mean they should be zero which only applies to non-mages. Pick a low number and you're not just comparing them to just those two, you're doing it to everybody nominated.

I think there are some characters that are weaker than non-mages. For example, Hibiki is exceptionally weak when it comes to combat. He's arguably weaker than the Vanish Brothers or edolas Lucy, whom strictly speaking don't have magic. That said, just give them a 1 if they're low.

I won't be participating in this Power Rate, as I'll be watching from the sidelines this time..

But I'm going to have to completely agree with @Emperor Spriggan on this one. While Natsu was given Igneel's power, Chelia's Third Origin power was her own. Ultear simply released her full potential by fastforwarding it to the future's equivalent. But at the end of the day, it all still belongs to her.

But then, I'm aware that I do not have the final decision on this since @BluePegasus is the OP. But that is my recommendation on the matter.

Besides, Natsu's raw strength should be fair enough for him to compete with the rest.

Sherria can not use TO on her own will. It was triggered by Ultear and was only usable for a short period of time. Since the rules say that every power-ups can be used if the character can use it at will, it's pretty obvious Sherria can't use TO at will. It shouldn't be used in this case then. When i made my list i didn't even think about taking TO into consideration, just like IgNatsu.
