Because those 13 were intended to shared by Zahard and his 12 teammates. One of them was Arlen Grace.
From the begining, they should have been 12 heads, not 10. The hidden irregular...
When Enn first mentioned about Arlen's existence, I didn't believe her. I even thought it was her delusion.
Enn told me that i would figure out everything when i find her pocket. At last, I found it. After seeing the specifics, I realized it was no delusion.
That's because it was keeping its original form. Since Arlen had ever used it.
There was her diary in the pocket. I don't know from whom Enn got it. but, Arlen's very existence was real.
Arlen Grace. She shared great journey with 10 heads. And she was known to use mysterious spell.
Yet Zahard had been loved her for a long time, She actually had her own lover.
The man she loved was another hidden teammate. Arlen called him 'V'. She might have named you after him.
Because Luslec, the leader of FUG served him as his king.
Anyway, Arlen and V became lovers. After a long time, Zahard declared to be the king and stopped climbing the tower.
In contrast, V and Arlen, the ones who tried to climb tower criticized him. They said he became blind due to lies.
But Zahard did not stop. He became king by making contract with Administrators and proposed marriage to Arlen.
However, as we know, She already had fiance. After refusing proposal, She ran with V.
And they formed organization to reclaim 'key' from Zahard. Of course, he fought back as well.
Though It seems there were trouble among 10 heads... her pocket is not describing the story in detail.
All we know is, 10 Heads took side of Zahard and the couple became fugitive.
And she was carrying a new life inside her.

Garam : After hearing she had her child, Zahard found and killed the baby under her eyes.
Even her pocket is filled with words of hatred and resentment about that. She couldn't help being insane.
I think her loss of baby and resentment made her crazy. She tried to commit suicide for a numerous times but it was not possible.
Because she was immortal, just like 10 heads. But V was different. For unknown reason, he didn't make contract.
V, who couldn't stand her pain, eventually killed himself. His last words was 'Go back to your friend and live happily.'
However, She didn't go back. Instead, She wandered to get out of the tower. She had carried her dead baby, making it not decay with her spell.
She believed that it was possible to revive her child, if she got out.
According to end of the record, she wrote like this : Finally, I found a way to get out of this place.
The place without Zahard nor Administrators. I don't know where it would be. I don't care only if i can see open sky and shining stars again.
But i cannot let go of my longing and sympathy about my lover and baby.
So i decided - to offer the body of my child to god outside. Someday, Power of God will dwell in the dead body and bring him back to life.
He will open the door of this tower and revenge the death of my lover. He will end this war that we have started
He will break down the wrong power and bring back the truth into this tower.
Messenger of God will place red thorn on hand of the child. The child will strike throat of the king with the thorn.
Then he shall find hidden key and lead everyone to the higher place.
The child of prophecy is you, Jue Viole Grace.
Zahard and 10 head have erasing records about you. Buildings and records related to her were all destroyed.
Even the records and memory of artificial creature of workshop were fabricated.
But no one can change the fate. The records were passed down and you appeared.
It was your fate to come this place.

2. Zahard had crush on Arlen. But she already had hot BF.

3. His name was V. And Luslec served him as his king.

4. Zahrd became the king and locked the door through 135F.

5. Zahard proposed but Arlen rejected.

6. V and Arlen got pissed off and organized Anti-Zahard group.

7. Mighty Zahard had beaten them off, Yay!

8. Arlen had baby of V. ( On 43F)

9. But again, Our Mighty Zahard found that spawn and killed it!

10. Arlen got crazy and her husband also killed himself.

11. She finally ended up embalming her dead baby.

I think that god is definitely Phantaminum and Enryu is his messenger.

It would not be worse than getting rid of Princesses close to gather all the 13 Month Series. We don't know the circumstances but I think he wished for his death. And there is Phantaminum wo probably visited him to tell him that Baam was alive.

Oh, I am not saying I think Urek will lose, but he could match him to an extent. The Princess who beat him is Arie Hagipherione Zahard, she is not Enne or Adori but still pretty strong since she beat him and is the only one who cleared Hon's test besides Urek himself.

With all the new reveals(why Enne Zahard went crazy) i have a theory about Po Bidau Gustang:
He gave the thorn to FUG and helped Baam at the end of the Workshop battle because he knows the truth about Zahard as well.
Until now it did not make any sense why he acted the way he did, but if you take into consideration that he would know the truth, it is a different situation.
If he knows that Zahard made his daughter go crazy it would be normal to want revenge and to help FUG/Baam.

Also, with the new reveals, FUG may not be so bad after all(with the exception of some members e.g. White).

What do you guys think?
And sorry if this is the wrong place for this theory, but considering that the reveals that I am talking about were made in the two latest preview chapters, I did not know where to put it.
