I reread the election arc and the DC arc beginning with VIZ translations again to get a clearer picture of all the details.
Exspecially when it comes to Oito's plans and her connection to Halkenburg, the Viz translations are far superior.

1. Summary(from 2ch) translated in English by Sandman from Apforums.
2. Some pics and text from OPN.
3. Korean scans.
4. English translated chapter by MS.
