If i go by Bluenote's Pre TS Feats i'd say he is rather High for me honestly,i mean come on the Guy had to face Post TS Plotsu and that Guy literally owned Infinite Magic and is about to roast the Dragon King now so please reconsider.
But Pre TS he is High Tier for me honestly definitely see him above the Avatar Fodders considering that he fought Gildarts once and almost bested him if Tenrou hadn't kicked in.

Gildarts beat the King of Magic wether i liked that BS or not it happened and it counts as a legit Feat as by the General Opinion, or not beat let's say he and Mavis looking at him pretty much drove the Man to commit Suicide and August is literally one of the Top Beings in the Verse MP and Strength Wise IMO.

Well Bluenote >Ultear(leader of the 7 Kin of Purgatory) canonically so basing this statement we can rank him by where we put Ultear.

2.He was placed above the 7 Kin of Purgatory.

3.Hades himself stated he was the second strongest in GH.He also said he never wanted FT to face Bluenote out of mercy.He thought only 7 Kin should have fought FT.

And Hades was the one who taught 7 Kin of Purgatory.He perfectly knows how strong they are.

4.Many 7 Kin of Purgatory members were afraid of him including the likes of Azuma stating that the whole Tenrou island will be destroyed and disaster will fall on FT.They never made this kind of comments about Ultear.

Again, Bluenote is Jura tier. He was a match for Gildarts on Tenrou, and Jura was said to be a match for Gildarts by Makarov. Laxus too, has never been too far behind Gildarts. Being on Jura's level might not be very relevant in the current arc, but in X791 he would have been a top tier. Bluenote is probably top 4 or 5, depending on whether or not Arlock has access to Ikusatsunagi.
