If you're like me, you'll probably enjoy it more for the characters and the interactions than the fights.
I won't dive deep after this but I'm fully aware the story was super average until the Black Bulls intro, although my biggest problem is what you like the most: the characters. When you look in comparison to other shows it made alot of sense why I feel like nothing truly hype or impactful happened so far, I mean Naruto at ep11 already had Team 7 become genins, Kakashi vs. Zabuza, tree climbing training. DBZ at ep11 had Raditz vs. Goku & Piccolo, Goku dies the first time, Gohan being trained Piccolo, Goku training on King Kai's planet, the list goes on. It's the cast of characters that bother me, they lack the euphoric charm you immediately get, the attachment value that causes you watch how they progress. And no it's not like I'm saying they should develop in 11 episodes, it's more like I don't see any ulterior personalities besides their archetypes albeit Yami and Magna who I think are the exceptions. Like you know siscon loves his sister cause he tells you that every time he shows up, Luck (who I like) loves to fight cause he tells you that every time, Charmy as precious as she is only eats, Vanessa is... :nerd. I actually have faith in Noelle cause of her backstory had the most potential out of everyone so far but it's wait and see.

I'm really enjoying the visuals, the music, the world. Shit looks great and I'm entertained. But the lack of charm in the characters is so real that it causing me to feel tepid, like shit could be alot better. When the Fate people come through I hope it's when the story picks up.

I'd say the fault of that lies with the slow anime pacing. Again, the manga has only adapted like the first 9 chapters. Also, the characters in the beginning are very one note as you said, but more enjoyable characters are introduced as the story progresses.

So I started writting this post and it basically became a post about the history of Soccer manga in Jump.. So.. Yeah..
-------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------------
Good to see Captain Tsubasa will get (yet another) reboot, I understand they had to start from the very beginning for the 4th time instead of continuing where other adaptations finished.. So that new generations get to know the awesomeness that is Captain Tsubasa.

For those that are afraid of not seeing Jojo part 5 any time soon because of David Production making the new CT anime, don't be.

The first Captain Tsubasa manga (38 volumes) can be perfectly divided in 3 arcs, even the volumes divide the series:
  • Kids' Dream (elementary school arc)-Manga: 50 chapters +2 special chapters
  • Boys' Fight (middle school arc)-33 chapter +1 special chapter
  • J Boys' Challenge (International Jr. Youth arc)-29 chapters
Keep in mind that these 'chapters' aren't really 18 page chapters like we are used to in weekly magazines right now, for some reason some old mangas used to put together the chapters to form new chapters that covered a whole battle on some mangas..

Some examples I can remember are Saint Seiya and Captain Tsubasa.. Some 'chapters' in Captain Tsubasa are like 90 pages long, which is obviously 4-5 Weekly Jump chapters put together for the tankobon version.

Kid's dream arc could either be done in 3 cours, or 4 cours, they could basically make those 50 chapters + 2 special chapters 52 episodes (4 course) and it would be great.

If it starts running in April 2018 and David Production plans to release this in multiple seasons like most shows do nowadays, they could do Kid's dream arc,
and finish it by April 2019 and do Jojo part 5, then after Jojo part 5 (Which would probably take what? 3 cours?

So basically I think David Production schedule could look something like this:
April 2018 to April 2019: Captain Tsubasa Kids' Dream arc (Coincides with the World Cup)
April 2019 to January 2020: Jojo part 5
January 2020 to January 2021: Captain Tsubasa Boys' Fight and J Boys' Challenge arcs (To coincide with Tokyo Olympics)

Anyway Captain Tsubasa's remake is obviously aimed to get some of the World Cup's hype, most soccer anime are made every 3-4 years to coincide with the World Cup hype, just look how most of them are made the same year the WC is.

Even soccer manga are made around 1 year or so before the WC or during the WC so the manga is popular around the time of the WC..
Examples from Shonen Jump:

From 1981 all the way to 1988 I couldn't find a single soccer manga other than Captain Tsubasa.. I'm guessing Jump felt like they didn't need a new soccer manga competing against Captain Tsubasa which was a beast.

1988

That finished in 1988, a World Cup year and Takahashi (Captain Tsubasa's mangaka probably told Jump that year he was going to finish Captain Tsubasa around that year, so Jump's very 1st issue debuted a new soccer manga) Cosmos Striker which debuted in #1-2 1988
AND NOW I NEED TO READ THIS MANGA,
it looks so over the top, like Captain Tsubasa meets Saint Seiya meets Hokuto No Ken, too bad it failed
0-50 holy shite,
also that totally looks like a Kurumada-bloody bubble

Keep in mind this series only lasted two volumes, imagine if it had continued they would have probably destroyed entire soccer fields
Look at the covers!

1991
Anyways Cosmos striker wasn't Captain Tsubasa replacement, but Jump didn't bother looking for any other replacement until the next world cup in 1992, the next soccer series that debuted in Jump was Chō Kidō Bōhatsu Soccer Yarō Libero no Takeda debutting in #13 1991 but getting cancelled in the middle of 1992.. It seems like it was a medium success, it got a figurine commemorating for the 50th anniversary of JUMP.

1994

1994 #18 (Just before the WC, I guess...) saw the start of Captain Tsubasa's new manga, World Youth which lasted all the way to 1997
Less than 3 months after Captain Tsubasa World Youth's debut Jump started another soccer manga, Urutora★Eleven started in issue 31 1994 but was cancelled in 10 issues.

1998
Whistle started in January 1998, I read the manga a long time ago but iirc the mangaka said that the manga was basically made by JUMP to have a title to coincide with the WC and the first time Japan had made it to the WC.

2002
Number 10 by legend of cancelled manga Kiyu started in Issue 25 2002 (I'm guessing it basically started during the WC of 2002...

After 2003
I couldn't find any soccer manga after 2002, but I remember Tokyo Wonder Boys and Ole Golazo being serialized and cancelled.

Notes:
We can see that from 1988 all the way to 1991 Jump didn't even try a Soccer manga in their magazine skipping the 1990 World Cup, I'm guessing it was "soccer exhaustation", think how Dragon Ball almost had no merchandise after it finished in 1995 (Well, iirc 1996 had Dragon Ball GT and its merchandise)
You can clearly see that for example in the videogames made about the franchise, no videogames were produced from mid-1997 to 2003 in Japan, in fact you can clearly see that 2003 was a revival of sorts for Dragon Ball, and Shueisha decided to re-release it in a deluxe format.
So my theory is that Jump thought readers would be bored of another soccer series after Captain Tsubasa had been in the magazine for almost a decade, so they tried publishing other sport series (In fact Yoshihiro Takahashi tried luck with both Tennis and Baseball manga during that time but both titles weren't hits, but Jump had sport hits in that era, and big ones at that: Slam Dunk which is Jump's biggest spokon in terms of sales, and Rokudenashi Blues which is tied with Prince of Tennis as Jump's longest sport title).

Backing my theory is the fact that during this period of "no soccer manga in Jump" Kodansha's Magazine published two of its most popular sports titles, both being soccer mangas.
Offside having sold 8 million copies with its 29 volume run that started in 1987 and finished in 1992, and Shoot started being published in Magazine from 1990 to 2003 and became the second highest selling soccer manga ever, having sold 50million copies with 66 volumes.

As an extra note, it is said that Captain Tsubasa made Soccer's popularity explode in Japan, you can clearly see the results here, all the way up to 1998 Japan hadn't been able to compete in the World Cup, but up to this date and ever since they have been able to compete in the WC.
If you think about it, the Japanese team generation that made it to the World Cup back in 1998 were probably kids that got inspired to play by reading Captain Tsubasa backcin in 1981 or watching 1983 anime adaptation, but that's just my opinion :).

Also Slam Dunk and Dai no Daiboken should get a remake, these are 2 series that are beloved by fans all over the world and would probably do very well if they had a reboot... I would say YuYu Hakusho needs a reboot, but it really doesn't the anime was pretty much perfect and covered the entirety of the manga (minus some chapters from the beginning of the manga IIRC).

Would Slam Dunk ever escape Toei? Given the pretty darn good production quality of Kuroko, a Slam Dunk reboot would need to be at least that level production wise, otherwise it would probably not be able to gain new audience or even appease its old fans.

Dr Slump remake in 2020 would be dope but it would be kinda hard to get the old casts back. 40th anniversary. Toei please deliver.

I adore Robot x Lazerbeam. It's my favorite series in the magazine right now.

You most definitely have because Rica is one of the more critical towards Black Clover here.

As the saying goes the harshest critics are the biggest fans.
