I don't think Viz has given any manga seperate Twitter pages and Shueisha doesn't do them in English so unless they just randomly started with this and linked to a pirate site it's in no way official.

After looking through the Chinese version of the new Tokyo series, it certainly doesn't look like a comedy along the lines of Gintama, unless it;s starting off with a pretty serious-looking first chapter. Not too sure how I feel about the art for it yet either. Out of the 4 new series, I'd say Beast Children has the art style that I like the most.
