Ironically enough, the same sad story can be made for Joker. He's not as strong as the Birdcage itself, yet he's able to create it. So, his power is as fake as Gear 4th.
The Clash of haki was to prove he was superior and they stalemated. Not an assumption,a fact. If there was a victor in that clash, someone would have lost at that moment like we see against Chinjao and Pica.
This is clearly what you must think since neither Enel or Smoker have Armament haki; your claime is somewhat baseless and unscientific. What makes you think Electricity affects Smoke, you're the one making claims with no research, just doubts based on nothing.

1. Yeah Enel realized his electricity couldn't hurt Luffy and resorted to use melee attacks, you call adapting arrogant?
   
2. Enel used Raijin which he created with the aid of his ship, you call that arrogance?

Poor excuses, he fought to the best of his potential or he'd never have gone all out as he did. If Enel were truly arrogant, he'd never have stopped attacking or acknowledging that his Electric attacks were rendered useless; if anything, it motivates the one to fight to their full or best potential.

It seems what you're unable to understand is that the concept of fighting with a superiority complex doesn't mean understimating the opponent.
As can be mostly said in your case; mostly biased and lacks substance.

Not to rehash this debate, but I think if we ever do see Enel again he's going to be one of the strongest. I'm sure he's had time to improve his abilities over the time skip. I don't think anyone had ever put up much of a fight before Luffy..

I doubt it, Enel is way too powerful to comeback into the story and him coming back will prove how much BS it was for him to lose to Luffy.

For what reason, though? Unlike with Crocodile or Buggy, he has no mutual enemies with Luffy. In fact, he's probably the only out-of-context arc villain in the story.

It wasn't BS. Luffy was literally immune to his thunder powers, and Enel had never developed other strength since he never needed it. No haki. He had great CoO and his power is fantastic, but styles make fights, and in this fight, his lack of strength in any other area was very noticeable.

Enel wasnt weak what are you talking about, he was casually able to physically handle Zoro, Viper and Luffy, his strength stats where higher than everyone on that island, go reread that arc again and see how capable Enel was.
Enel's CoO is the best we have seen in the story, his speed is better than Kizaru's and he was an intelligent fighter, please tell me how it wasnt BS for him to lose to Luffy please tell me.

The moment he started fighting Luffy his IQ went from 200 to -10, Oda made Enel too powerful for paradise and made him lose in an extremely BS way

Enel wasnt weak what are you talking about, he was casually able to physically handle Zoro, Viper and Luffy, his strength stats where higher than everyone on that island, go reread that arc again and see how capable Enel was.

He didn't physically do anything to Zoro, he used his power of lightning. He grabbed Zoro's swords, electrocuted him, and then stepped on his face. Zoro was toast from the electrocution.

I'm so tired of people inventing fights that didn't actually happen...

It wasn't BS for him to lose to Luffy because Luffy could nullify his greatest strength - lightning. He didn't have haki or anything that could counter a punch to the face. Literally the only thing he could do to beat Luffy was hope to kill him with the gold trident he was using, because none of his attacks could physically harm Luffy otherwise.

Enel was a strong character, mostly due to his DF and his great CoO haki. His DF may even be the best in the manga. But he wasn't trained in CoA and was pretty weak to regular attacks.
