@EternalWinter points out the EoB is literally leaking out of every orifice and every panel is his screaming face (curiously missing during Jinsung fight by and large).
Kallavan has to make sure that the sacrifice works, and tries to stop Baam and get past White.
He fails at both. There is NO reason for him to withhold at this point and EVERY reason to believe he'd be going all out to stop Baam.
We also don't know his 'best moves' were used against Jinsung - you're assuming. Perhaps raw EoB is on another level from mere 'moves' (transcendent or otherwise). Kallavan didn't even have to try with Jinsung - at ANY POINT. Even after tanking a near-fatal blow, he casually fucked Jinsung's arms up. Prior to that he knocked him around like a rag-doll, and Jinsung had no ability to stop it.
But, let's assume you're correct and for some unknown and ridiculous reason Kallavan has more in the tank and is STILL WAITING to unleash it.
That means he's allowed Yolker to get punked, White to get the best of him repeatedly, lost an arm, and - most importantly - has failed YET AGAIN to stop Baam... and this time it's worse because now the sacrifice was in vain because he didn't stop Baam from saving everyone and now even Yas admits that the 4th is done and the battle at the first wall is lost. Not to mention him vowing to stop Baam after getting egg on his face from the first L he took when he failed to take Baam in. He's extra motivated to stop Baam and White in the process and simultaneously make the sacrifice have meant something, anything. To the point he'd threaten Ravioli's life over it (he clearly values his subordinates).
That means Kallavan has LOST. Even IF he is withholding against all reason - to what, wait until the important time to strike has passed? lol - this at the very least means he's an
incompetent fighter, irrespective of the marginal strength he may or may not be sitting on...
Agreed... but why would Baam wait for that to even happen? Why not just get them out before the explosion?
What you are describing happens in a fraction of a second, and would be happening point-blank for those at the Cage. Baam's arrow can apparently bridge that distance and go to work faster than an explosion? mkay.
Edit - not just faster than an explosion, faster than an explosion that's already happened.

Regardless, the claim that she killed 99% (first it was 90% btw, the figure isn't even consistent) appears and disappears just to reappear on her wiki. It is NOT SOURCED. I can't find a source to this claim - which would put her damn near the top if not just under Phanti if so. Can you?
@Jack Van Burace makes a good point later that the tippy top seems to be less about influence.
- Enryu has no influence, might not even be in the tower... yet ranks higher than Zahard and has no recent feats beyond his only feat in the tower
- same for Phanti
- Urek wants to FIGHT Phanti for a higher rank
- Eduan wants to fight Urek to regain a higher rank in the tower
- No one knows if Urek could take Zahard, so they probably defer to 'influence' as king Zahard ranks higher. If there was good evidence that Urek could best Zahard - like Enryu and Phanti, he'd rank above Zahard plain as day. We have precedence in the rank 1 and 2 of people that came in after Zahard.
Well, if he hasn't in 20k plus years, then it's not likely he ever will get to that point.
The context is that Enryu has powers that exceed the tower itself, and thus have been labeled 'heretical'
I doubt that Urek has actually fought Zahard. But I do agree there are hints in the rankings at that level that it is based on who can beat who...
On a side note I wonder what beef one can have with one of the most powerful axes in greater (outside the tower) story. It's clear that Urek doesn't know that Phanti is an axis and/or what that means based on his comments about fighting him and willingness to go against a being that can blink him out of existence.
Urek may have nothing over to gain from Baam, but he seems to want to at least befriend him since they are cut from the same cloth - being indy contractors and irregulars. He's certainly monitoring his activity.
Maybe Baam can gain the power or access to help him in the end after all.
Maybe, maybe not.
