I think Hori might not use Touya on a cover after the reveal since it's technically a huge spoiler (lol right), although I wouldn't be surprised if Dabi is on the next cover in some capacity.

You're right it could be a spoiler, hopefully in volume 31 the spine is for Touya.

It’s basically the scene of Dabi grabbing Skeptic for his plans that weren’t shown in the manga, as well as Machia getting the League on his back. Maybe Bones will adapt these if they want to pad some things out.
