I think Maki's mom probably disliked Naoya strongly from the beginning. He spoke BS to everyone, so of course he would have said BS to her (for being a woman, about her trash daughters, and probably even about how her husband sucked and Naobito was cooler).
But since the Mother was a powerful sorcerer's wife, I think it's likely that she had a cursed technique as well to increase the odds of producing powerful male sorcerers offsprings (but they turned out to be female twins, and one of them with the heavenly restriction, so of course she'd be blamed and not her husband).
As far as we know, only the males have been killed (with the exception of the mother, Maki hasn't attacked any females) and the jujutsu higher ups already want to discard the Zenin clan as a sorcerer clan. Momo was 100% right in the way females are treated in jujutsu society I think. Hell, statistically there MUST be female sorcerers in this clan, and some should be pretty powerful. Those would only have a terrible flaw called "being women" that makes them unable to join the Zenin clan elite teams
