SIU just doesn't get that sometimes you need to let the MC curbstomp someone.

it's the fighting style. bam lacks battle experience against ranker and higher, so he goes into observing mode, taking in any attacks while trying to understand how the enemy fights. firepower wise i don't think bam lacks anything.

There's no Deus Ex-machina weapon in the tower, a regular won't grow leagues beyond his level just because he carries a strong item. Or so SIU said. I hope he won't retcon this lore at least.
Evan's items are effective against HRs because Evan on his own is a HR level individual. Also, notice that his items were powerless against foes way above his league like Hell Joe, Garam, etc.

You can win by outsmarting or having good abilities against someone just one level above your own or so....But if the gap is bottomless, bad matchup or not, you're screwed either way due to the sheer difference in raw stats.
If regulars started beating Rankers or average Rankers wiping average High Ranker due to matchup, then we'd have a lore inconsistency.

And HR try to avoid higher rankers so
Just that ones growing in power are trying to surpassed others but it was say that the top Rankers position rarely change for this reason.

In most cases yes the rankers will win, but there is always room for an exception, you have Adori who won a ranker while he was still a regular, Baam anyway beat Ren without much difficulty, he was surprised by Ren's shinneu that even though it's just a ranker it's a ranker above common rankers, wasn't the complaint about the LPB being weak and doing nothing? here is a ranker despite everything taking an arm from an irregular in the HR level

Yeah, Adori is an outlier, something that only happened once in several tens of thousands of years of the empire history and not because of she's a bad matchup but because she's an otherwordly talent who was already stronger than a Ranker before completing the climb. So, it's irrelevant here.
Tricky abilities or not, Baam in his current state can't be seen struggling against someone who's seen as a joke by many HRs.
