Who is the strongest for me? I don't care. It is a fictional story, mages are matched the way that good guys win, bad guys lose. No matter how strong bad guys are, they will lose somehow anyway. There's no need to think about it too much.

I remembered something during the GMG Arc and tartartos one, are there more

Minerva's magic is good. Mashima downplays it in the narrative favor. For example, instead of teletransporting inside Luso's body, Minerva could have switched places with Ennie and the latter would be crushed by giant Luso's feat.

Being superior to base Gray and Lucy isn't so impressive. Erza can do "impossible" things even when she is very hurt, but Erza is also portrayed as someone who became incapacitated after a difficult fight, and it has happened many times. Ex: During the GMG arc, Erza needed to be saved from the dragons from the eggs because of the damage from the battle against Minerva and Kagura; Erza was unable to fight after her battle against Ajeel; Erza passed out after defeating the Historias and Jellall needed to finish Neinhart; Suzaku easily defeated Erza after her battle against Youkou; Erza passed out after the battle against Misaki, etc. The main point is: if Athena II was portrayed as a very skilled opponent in physical combat, Natsu wouldn't stomped her in cqc. Natsu wouldn't do that against Erza or Laxus, for example. Natsu stomped Duke pretty fast too after getting up. I don't know if the problem is that this arc seems rushed, but we can clearly see that both Athenas were just looking to Natsu defeating Duke:

If Lucy can use Aquariu's shield properly she will be able to stand the explosion, but the only time that the shield has appeared it was used without Lucy's will. After that, she fought with Aquarius form a few times and was hit without castin' any water shield.

Even so, Minerva can change the water's propriety to harm Lucy, as she did in the Battle Naval game, thus Lucy would be harmed by her water shield. It was already established that Lucy can't change her stardress while she is being attacked, so the explosions could prevent her from using all her asses in the battle.

How is it yall understand that Erza won all those battles if she passed out after. Those sound like ties to me...

Maybe, Gray and Gajeel were Natsu’s rivals in the past but currently in a real fight Natsu would blitz and one shot them without trying. They are just losers who would rather worry about making their wife happy instead of training to become stronger.
Current Lucy also one shot them with Gottfried. If she beats Dragonized Karameel solo in the next chapter, Lucy will be in the top of the guild and will be too powerful for them.

You could be right, but I put this characters with reasons in the same tier, it could be that Igneel can defeat them all, but the other ones are still strong enough to be compared to him or at least to the dragon kings overall.

Zerefs death magic can damage Aldoron a god dragon, if Zeref can do it, then Mavis can do it too, both have the same magic and both have a lot of magic power and if they can damage and kill a dragon god then they can do it with Igneel too.

I put Elexion and George in the same tier, because Elexion is the only other dragon who had the title of a dragon king and George killed him so imo both of them are worth to be in the dragon king tier. Not to forget that dragon kings or queens don‘t have to have the same strenght of course there are stronger ones but imo they are still in the same league.

With Athena I am not sure, we only know she killed a lot of dragons and she was hyped to be strong like Zeref. Maybe she is it, maybe she isn’t. But we also don’t know if among the dragons she killed were dragon kings or not.

Oh yeah, Belserion is wrong this was my mistake, he must be in the dragon tier list.

Ignia and Faris well same thing like with Athena, we don‘t know how strong they really are. Faris seems to be a mix of Zeref and Acnologia so imo she must be strong enought to be at least in the dragon king tier. Same thing with Ignia in his human form. Maybe he can’t defeat Igneel but it doesn’t matter because even if Igneel is stronger than them, they are still strong enough to kill dragon kings.

Natsu df mode: well he already defeated Animus a normal dragon and that was before the 100YQ even before Alvarez arc and he defeated some of the dragon gods, even if he had help and I know the DG were nerfed but even then I am sure in his df mode he can defeat a dragon king.

But other question, why do you think Igneel could defeat them all? He was the fire dragon king and was one of the strongest ones but we don’t know how much stronger he was compared to the other dragon kings. He probably was the strongest one of them but imo he is still weaker than the dragon gods and it would make no sense to make an extra tier only for Igneel, so I put them all in the same tier „Dragon King Tier“, makes sense imo.

Mirajane, Gray nor Gajeel are stronger than Kyria. Also Lucy already shown herself to be stronger than Gajeel during the Golem situation. Lucy with Taurus form could punch a hole in the golem while Gajeel Iron couldn't cut it.

We have direct comparison between Lucy power and Gajeels so when don't need to use third party comparisons. We have no idea how Lucy would do against LFD form Natsu. However we have an opponent that both Gajeel and Lucy faced that would could compare them based off performance against that opponent as we don't need to speculate.

Lucy current feats is better than all of those listed.

Also Gray beat Invel thanks to circumstance such as Juvia sacrificing herself to undo Invel Ice lock, Gray Ice magic giving him resistance towards Invel ice and him using Ice make to mold Invel ice to use against him. That same Devil Slayer magic against Ajeel was easily undone. Gray isn't Spriggan level. That is like saying because Lucy could negate Jacob transport and Stealth magic that makes her spriggan level. It doesn't.

Also give me one feat from Mirajane that eclipses Lucy feats.

That same Devil Slayer magic against Ajeel was easily undone. Gray isn't Spriggan level. That is like saying because Lucy could negate Jacob transport and Stealth magic that makes her spriggan level. It doesn't.

Also give me one feat from Mirajane that eclipses Lucy feats.

- Honestly, if Kiria wanted, she could have attacked Lucy on Gemini Star Mix, because Kiria can create cuts with high AOE. So Kiria X Lucy is already the type of battle that needed to the plot work in Lucy's favor. And if it is needed a clear plot to a main character to win, the main character isn't really stronger than his enemy.
- Skullion is the leader of his team, which means his strength is respect enough to make him give orders to Madmole and Kiria. The leader is always the strongest one.
