I don't remember much but irregulars need to pass HT and even 43F right to enter the HF. Also the question begs how did he enter the HF without the master key?

Urek went there the same way everyone else like Boro did, he won through to the end of the train.

It's stated Urek didn't undergo Revolution and also quickly smashed the Hidden Floor and left it after also smashing the mirror.

So he was indeed in the FOD.

FoD and Hidden Floor are two different things. They have nothing to do with each other.

FoD hasn't been on the route since Enryu killed the Admin. Only way to go there is to go on the Hell Train and jump off. Most regulars go to the 75th floor via the middle floors.

We know Urek was on the train but he could easily have not bothered to go to FoD.

Urek not being curious about the FOD and visiting it after what he undoubtedly heard of what happened there is an impossible task.

Most interesting thing about the chapter for me was Mago talking to the Princess, very Vaam like it seems. In the 2F Mago was clearly in control but now it looks like she decided to take a backseat ?

Whomever the vessel or nameless princess for is, an irregular or out of ToG entity can be in it without disrupting. Though, albeit not the same, Enkidu like entity also can be in Bell. As a result, it is early to talk about irregular planning for her, especially when she was being chased like that.

Symbiotic relationship. Nameless was fine taking her in because of her thirst for power so it's perfect for her. But Mago can probably take full control if she wants.

So far, the strongest Tower resident who isn’t affiliated with the 10 Great Families is Luslec, and that makes sense. Luslec has lived for a very long time. As Jinsung said when he fought Mascheny, ‘Our bodies don’t get sick or weaker as we age, they actually get stronger.’ We also know that Luslec lived back in the era when the 13 Great Warriors were climbing the Tower. So it’s not surprising that Luslec is insanely strong, even though he’s only Rank 15. What would actually be weird is if Adori wasn’t from one of the 10 Great Families and could reach Ranker No. 7 purely through talent, because in TOG it’s clear that ordinary people < talent < privilege < privilege + talent.
So yeah, it’s no wonder that most of the really strong Tower residents come from the 10 Great Families.

It's still mostly about talent. Adori is a Zahard Princesses and although it varies they are all talented.
