I am talking about Shinies. Since they don't use shinsu, it doesn't work on them. But for GWs they only use shinsu, so it works.

They don't need to use, inhaling exhaling is enough. They are not as out of system as you think anymore.

Also, we don't know if Enryu or Phantaminium is still in tower or not. No canonical exit info for them afaik, even though them staying sounds weird.

Idk about Enryu because it's odd. He could have been in the tower before too like staying in outer tower. What we do know is that Phanta is an axis. The whole reason for tower existence is to create one. So doubt it could hold him off. Besides if we go per Obrion's word, it seems he left the tower for shinies to take over

That's not how it works. We saw UM punching the Rupture. If he had used the Shinsu only, it wouldn't be effective. But if light is used it doesn't get cut and instead gets destroyed.

I think you are confused.

Shinsoo is everywhere and you have some of them the moment you enter. Urek utilized the shinsoo within him so it was like his personality in his first unconscious attempts at the ship. Secondly, what else destroyed the rupture remember? It was something shinsoo still.

However Gustang exclaimed about it.
Rupture/Disconnection was not immune against anything shinsoo. Its 2D was not evendoing anything against shinsoo-powered Hunos. 3D had conceptual case in it but so Purple spark from Blossom. There was simply nothing there that suggest anything can withstand against or destroy rupture should have been non-shinsoo. In another example, 2D Disconnection cut Gustang's arm and he was even wearing prosthetics post-Traumerei. This guy normally was an irregular.

Obrion along with other are seen toying with UM, teasing him. They don't even refer UM as lord. Only Phantaminum is referred as one. Besides Phanta is able to leave the tower which UM hasn't been able to do it. It's a feat UM, the axis hasn't shown. Even Enryu is gone but he is stucked. If they were at same level, Phanta should have been stucked too

We do not know whether phanta has left the tower or not and even arlen managed to get out of tower so it has nothing to do with being an axis. Aubrion was not teasing. He was literally describing tower's purpose --

Huh, what r u saying? Gussy lost his arm, he couldn't even create a new arm for him like Kallavan did. And had to use prosthetic one.

If it is mentioned that all admins are on same level then yes just like aubrion mentions urek and phantaminium in same light. The axis born will be an immense being like urek OR phantaminium. In the statement urek and phantaminium are replaceable when talking about axis power.
