Yeah I think he would and he actually did. Remember, he told his crew to flee from Kizaru, Kuma, and Sentomaru because they were too weak to fight them. Luffy is simple, but unless provoked, he knows to run from a losing battle.
Personally, I don't think World would have been able to break out of Impel Down, even if he wasn't frozen. Then again, we have an idea on how powerful Shiki was as he was comparable to two Admiral level fighters. World's strength is relatively unknown. He's quite stronger than Mid-TS Luffy, but other than that, he doesn't have a direct comparison.

But in the end, he was back with his brother again. So it wasn't that bad. He had a good brother after all.
Poor old woman (the Elder) got so headache with her. I believed she must have felt like
that lovey-lovey girl right on her face. hahaha!
But Boa's love for Luffy was true though. 

I guess we do need secondary characters to form the background of the scene. By making World's crew members a "sacrifice", it actually helped to bring out World's cruelness and his heartless nature. On the contrary, his brother's behaviour has also made a distinction in their differences of personality, as well as how their different views and thoughts about life and its perspective, and goals they both desired to achieve affected their course of actions.
