I'd go with denoising first so that you can fit your redrawing to the "style" of the denoised image better (just so it doesn't look too far out of place )
I find it harder to create a similarly noised redraw to use for denoising than to redraw a denoised image ^^;
well it depends for me... its depend , what is the thing that you want to redraw ... if it SFX i usually redraw it later after denoising... if its the line art consist tone i usually redraw it first then denoising to blend it ... if the line art is pure white background then i redraw it after denoising..
and then:
redraw afterwards (me at least) since, the result of the cleaning is just too unpredictable... and I wouldn't want to have to redraw trying to match that dirtlevel >_>

My opinion is the same as ttx- redraw after denoising because this way, what you see is what you get...denoising can be too unpredictable.
There are other ways of blending cloned art... one of them is to overlay some filter on at 20% after everything is done. It could be a screen of light, monochromatic noise, even blur.
