In Air Gear, every Storm Rider has their own natural rhythm. In order for them to operate at their peak, they need to be in synch with their ATs. A Link Tuner's job is to sense a Rider's rhythm by close contact (they need to feel the Rider's heartbeat, which is why they wear those nude-suits) then modify their ATs to suit that rhythm. This isn't very important at low levels or with ordinary ATs, but not even a brilliant Rider can bring out the full power of a Regalia without a Tuner.
Basically, when a Storm Rider starts out, it doesn't really matter what ATs they use, because they don't have the skill to use them properly. But as they get stronger, it becomes more and more important for them to have good quality ATs. Eventually a Rider will reach the point at which their skill has outmatched their ATs, and that's where Tuners come in. A Tuner can improve the quality and efficiency of ATs so that they don't hold their Rider back.
The only people who don't need Tuners are the original Gravity Children Kings using the original Regalia, because they were designed for them. But with the death of Spitfire none of those pairings exist any more - either the original Regalia are being used by different people, or in the case of Sora the original Wind Regalia no longer exists, and he's using a copy built by Kururu.
