There are lots of powers in the series, which are among the best and which are the worst in your opinion.

Best: Tokoyami and his shadow
To have the control of a shadow monster is awesome, that it gets even stronger at the night is even better. That at night it becomes harder to control is a bit of a disadvantage, but it makes it still a very good quirk and compared to the other disadvantages of some Quirks (make objects weightless = becoming dizzy, use ice too much and you freeze half of your body, punch something and your arm is broken) the disadvantage is not such a big matter.

Worst: Invisible Girl and her invisibility
To be forever invisible is something i wouldn't want. She can't see her face, see can't turn her Quirk off and she probably can't make other things invisible. After what was shown with her wearing clothes she has the physical body of a teenage girl so even with her invisibilty she doesn't have any attack moves, she would need a weapon to attack/defend herself.

Without this, the story would have ended because of lack of characters. Midoriya would be dead by now.

Worst Quirk:
Mineta's quirk
With a very good strategy, it can become a support, but there is no use in individual battle.

Best Quirk: Creation (Momo)
This is a pretty hax quirk imo as she can create any non-living thing. Hardly has any drawback as well.
A close second would be brainwash (Shinsou). It has a lot of potential there.

Worst Quirk: Tape (Hanta Sero)
Honestly can't see much good in this quirk. In one or two extremely rare situations, it just might be a little useful but majority of the time, its pretty useless.

Best Quirk: Warp Gate; Dark Mist

Teleportation is a pretty awesome power and, in the right hands, can be quite the force to be reckoned with. To bad the villain was kind of an idiot for making it apparent he has a physical form. Also, he never warped out of their grasp whenever he got captured.

Worst Quirk: Tail; Mashirao Ojiro

You just have a tail. Aside from that, I think most other quirks have great potential if one is creative. I firmly believe in this trope, Heart Is An Awesome Power.

Very good versatiliy in just one quirk and it has a very good synergy between the 2 elements, so it´s very advantageous.

Best Quirk: Disintegration (just in fights ;Tomura Shigaraki ) , Half-Cold Half-Hot (Shouto Todoroki)

Worse Quirk : Attraction of Small Object ( Izuku's Mother)

Well, as far as useful quirks I feel like mineta has an ideal quirk for heroing. Well, power will never be his forte but assuming he develops physical capacities similar to those of his teachers then he could be insane later on. His quirk easily allows him to immobilize enemies without causing harm to them.

Dark Mist's Quirk is one of the best IMO, versatile and powerful. As of now, there's no worse Quirk than Ojiro's. It'll probably evolve later but it's just a tail.

The tail thing was always weird to me. Even if it has abilities the implication is that the rest of ojiro is pretty much normal. So even if the tail has super strength the rest of his body is still a limiting factor considering it won't have any special traits to back it up with. Basically he has a super quirk without the rest of his body to back it up. It kinda puts the whole quirk thing in perspective as well. Take real life sports for example. Professional athletes would generally have two characteristics that help them excel at whatever it is they excel at:

1.- First they will train like crazy. It will literally be a full time job for them
2.- They will have an ideal body type for the sport they excel at (which might even be independent from their training). For example, higher or lower center of gravity, longer arms or legs, better at recovering from fatigue... things that would give a small advantage that end up making for a huge difference.

Quirks obviously need training but the fact of the matter is that certain quirks will be limited regardless of training. It is why bakugo and todoroki are already stronger than some adult heroes even at their young age. Of course, their training makes a difference however training as much as either of them won't put you on par with them if you don't have a quirk as good as them. So with that in mind it is weird that quite a few, certainly underwhelming, quirks actually got to yuei. Mineta has an ideal quirk for supressing but it is still comparatively weak quirk for combat. Say, he would probably never be able to use it effectively against allmight for instance. The tape guy is weird as well. Deku's mom can move things with her mind however the quirk itself seems to be far too limited. In contrast that particular quirk has been shown as omnipotent in x-men a few times once it is taken to the extreme. Which perhaps goes to show that most quirks that are truly powerful or even useful are actually rare. Quirks are inherited and can be a mixture of other quirks, it kinda sounds like certain mixtures of quirks could easily not work or be otherwise useless.

worst quirk Weld the one that lets you fuse objects at a molecular level.

Best : The brainwash ability. I need to see more of that. A very useful one, can easily defeat the strongest villains if used correctly.

Also a mention to the principal's super intelligence. Wanna see more of that too.

Worst : Navel Laser. We all know that's just for laughs. He even influenced that forest battle at the last moment with it. haha

Best: Pretty obvious that it's All For One, since it can give and take any quirk (that isn't OFA).

2nd Best: Uraraka's Zero Gravity. she can throw objects to infinity... Nothing else can achieve that, not even All Might himself because his strength does not equal infinity.

Worst: Ojiro's Tail, because it lacks in nearly every category (as of yet). The only use it has really is providing him with a third arm that can wrap around things and/or give him an extra and powerful punch.

I wonder why nobody is metioning Kouda? I mean the ability to controll animals seems pretty useless half of the time. Atleast tail dude can still use tail combat and navel laser can still attack. But Kouda ehhhh...

Best has got to be All for One for obvious reasons.

2nd Best: Some may disagree but I see Zero Gravity as being really useful. If used correctly and ingeniously I can see it being a semi-permanent game changer.

Worst: Kouda's Animal manipulation lol. In a comcrete jungle battle which this manga seems to have a lot of, you don't actually see that many animals

His Quirk can be used for a lot of things related and unrelated to combat(rescue, intel gathering etc) depending on his environment. In urban setting it might not be very good(most of the time) but in a forest for example it'd be very useful. Kouda is also well-built himself.
