Cobra's performance against Gajeel, as well as his general portrayal in Road Knight leads me to believe they're at least somewhat comparable.
Though Gajeel was in base, I think this at least puts Cobra above Rogue. So, stops at Elfman, I suppose?

putting cobra above rogue will open alot of problems
an old enemy (average foot soldier) being stronger than the new enemy (also average foot soldier) with added time skip in between.
we are basically saying fodder like erigor being stronger or equal to zancrow or worst sting.

its kinda simple for me, old enemies are weaker than new enemies.

What are you talking about? Cobra and Gajeel had a short bout and were portrayed to be on the same relative level throughout the second half of Road Knight, which is only a few months before Avatar. Base Gajeel should be significantly superior to Rogue. I don't see anything wrong with putting Cobra ahead of him.

Don't see your point. Rogue and Cobra are both old enemies, but they're also both new allies to the good guys.

I don't know about Freed, but going all out, I think he's around Base Wendy's level, maybe higher. Midnight would be comparable to Cobra. Rogue would be roughly on Sting's level.

Road knight is a spinoff. It doesn't make the events within it any less canon than the main manga.
