It's clear that Matsuri had cameras all over the place and so he could know what was going on on multiple occasions. When Akira asked him who was Haise's enemy, he didn't answer but he kept silent while looking at the screens of the computers in front of him. Another clue that strengthens the existence of visibility between Haise's and Seidou's fight is the fact that when Saiko defeated Nutcracker, she went at the screens of the radio tower, then pressed some buttons and was shocked while she was hearing Haise's screaming. Therefore, there is a chance that either Matsuri had cameras at the auction from the beginning or that he hacked the radio tower to gain access to its cameras.
If my hypothesis is correct, then Matsuri does know about Hinami's intervention to protect Haise as well as latter's lie to his superior to protect a ghoul. If I'm right, then Haise is about to get cornered preety hard, either now or in the future for his "treason".
